गोः means Cow, Bhoomi and Veda. These are the 3 primary meanings. So Gopala means - गाम् or गाः (objective case in 2nd vibhakti - in ekavachanam or bahuvachanam) पाति (maintains) - गां पाति इति गोपालः or गाः पाति इति गोपालः । In vigraha vaakyam Ekavachanam means protector of Bhoomi and Veda (Veda was one in Dwapara yuga). Bahuvachanam means protector of Cows.
