With respect to Maharishi Panini's time - two views exists from Traditional pundits - one is before Mahabharata and Ramayana period and the other is in the begining of Kali Yuga - I feel the begining of Kali yuga looks more appropriate as the need to rewrite Vedangas for Laukika and Vaidika branches of the Bhasha happened only in Kali yuga - Kaliprabhaava. So Lagadarcharya - Jyotisha, Pingalacharya - Chandas, Yaskacharya - Nirukta, and Maharishi Panini - Shikshaa and Vyakarana - rewrote these Vedangas. Which were all part of Veda itself and the Veda itself was just one - in the previous era - Dwapara yuga
